Russia Considers Joining Rusal IPO

MOSCOW–A Russian state bank is likely to take a stake in the initial public offering of UC Rusal, marking the first government ownership of the embattled aluminum giant, a person close to the company said.

Vneshekonombank, or VEB, is expected to discuss taking part in the IPO at a board meeting Thursday chaired by Prime Minister Vladimir Putin, people familiar with the matter said. Oleg Deripaska, Rusal's billionaire chief executive and main shareholder, is expected to attend.
